Në debatin mbi rolin e shtetit në shoqëri ka shumë role jo dhe aq të nevojshëm për të cilat njerëzit mund të binden se mund të hiqen nga kompetenca e shtetit. Por ndërsa shteti mund të shkurtohet në shumë aspekte, është një roli specifik, ai i ruajtjes së rendit, për të cilin ka një konsensus gjithëpërfshirës që këtë rol duhet ta përmbushë shteti.
